For Years, STORM had been positioned as one of the most dangerous threats against the United States.  Created by an operative trained by the very government he came to oppose, the man that would become Lord Tempest fought to return America to its original, founding principles.  Although STORM gained allies across the globe and even secretly within Washington, the wide scale destruction they caused, and the danger they posed to innocent lives, branded them a terrorist organization.

When one of the United States' most highly trained covert operatives became disenchanted with the direction and focus of the American government, he used various international black market contacts to create an organization strong enough to return America to its foundation of a Government for, and by, the people.  Not a Government bent on controlling the American citizens and expanding its power around the globe.

After a daring raid on Pennsylvania that saw the city of Philadelphia captured, STORM then unleashed information through the global channels that increased international tension towards the U.S.  At the same time, everyday citizens, as well as businessmen and select politicians, began secretly supporting STORM's movement to return the U.S. to its roots.
